Why don’t countries have decoys for Somali pirates?

Well, part of the problem is their method of operation. They typically attack from small boats dispatched from land or a larger ship, and remain under observation the whole time. As the current crisis is showing, they generally communicate well and do not hesitate to share info among themselves.
So, you set up your trap, risking your millions of dollars of people and equipment, and after catching a boat or two the observers know which boat you are in and spread the word. No other pirates come within a mile of you. Get a new boat and repeat. Doing this safely should only cost about a $million per pirate.
You need to catch the ones who are NOT boarding, and that is the harder part not solved with a gun.

Many large ships have their own privately funded, heavily armed mercenaries on board. You don’t hear on the news about the times pirates *tried* to board a vessel, but were unsucessful. Even this latest one, where pirates took the american captain hostage. People have already forgotten the other half of that story, the pirates were thwarted from taking the whole ship, and by an unarmed crew even!

The ocean is huge and full of thousands of ships. The chances of them stumbling across a handful of boats like this is almost 0.

Because only about 1 in a 1000 ships transiting the area are attacked by pirates. With these odds it is unlikely that the pirates would actually attack the Q-ship.
