The Steward is an unlicensed position, being such you could hold the position at the age of 16, as that is the minimum age at which you can get an Merchant Mariners Document. How ever child labor laws come into play until your 18. The steward is the highest position in the galley dept. and you don’t normally start there.
If you want to work for a Union Like the SIU you need to be 18 I believe.

To the best of my knowing it would be at lease 21 years of age as they
serve drinks on a yacht .
